Quality Assurance/Quality Control Manager - 3W Networks


Overall Purpose



•Control all quality deliverables with respect to Engineering, field works, cabinet assembly, integration, inbound inspection materials and vendor inspections.



•Assure compliance to ISO Quality standards and Project contract quality requirements.



•Set-up a quality management process & system ensuring contract compliance for quality assurance and controls.



•Act as single point of contact and project advisor for matters relating to Quality management.







Principal Job Responsibilities







Design Quality







•Implement a regime of design verification and assurance in accordance with contract feed documents and specifications



•In conjunction with Lead Engineer/ Head of Engineering, review and record any risks and conformance deviations



•In collaboration with Corporate Quality Officer, perform audits on QMS procedures to ensure compliance relating to assigned projects.







Project Quality Compliance







•Responsible for ensuring that activities undertaken are in accordance with ISO standards;



•Liaise with the external assessment bodies and vendors as required on all matters related to any external accreditation and compliance process.



•Responsible for the implementation and control and overall administration of non-compliances related to the project with responsibility for the maintenance of the NCR



•Undertake periodic reviews of the status of non-compliances and evaluate the effectiveness of any corrective measures and preventative actions;



•Notify respective process owners to follow up on the closure of NCR’s in a timely manner and report accordingly;



•Oversee and coordinate QA/QC Engineers and QC inspectors both internal and external;



•Develop and maintain a Quality Audit schedule and programme for projects.



•Ensure that a document control procedure is adopted to approve, review and update all changes to critical documents within the scope of the project.



•Ensure that the performance of the Project Quality Management Plan is reviewed at planned intervals to ensure its continuing suitability, adequacy and effectiveness. This review means assessing opportunities for improvement and the need for changes to the PMQP



•Ensure that Quality Objectives are set by the management team for measuring the performance of the project quality systems and that these are regularly reviewed.



•Ensure that all new project staff are inducted into the requirements of the PMQP related to their own roles and responsibilities. Provide update and training as necessary.



•Ensure that all suppliers used by the project are evaluated and that records of their assessment are maintained.







Site Quality management







•Oversee the control and administration of site compliance with the PMQP and contract requirements



•Investigate cause of non-conformities and implement corrective actions;



•Undertake site audits to ensure compliance and project quality is maintained

Overall Purpose







As senior Project Manager, taking a leading role in the delivery and operations of $30m+ projects ensuring the delivery of complex world-class integrated telecommunications and life safety systems to oil and gas industry clients.







The role requires the individual to set-up and manage a coherent and functional Project team including engineers and technical field professionals to deliver integrated systems from feed through to systems acceptance. In addition to being accountable for staff resourcing and deployment, the Senior Project Manager will be fully accountable for contract, commercial and financial performance of allocated Projects.







Principal Job Responsibilities







•Leads and directs a multi-functional team in the development and execution of large scale projects, each with a unique set of business requirements, commercial terms and technical parameters.



•Responsible for management of all phases of EPIC projects with strengths in offshore fabrication/construction management techniques, including off-site pre-built modular construction methodologies.



•Preparation of Project Execution Plan (PEP), Project team responsibilities, Project Scope, Project Setup, Project Closeout and Change Management reviews.



•Required to manage and provide a robust change management framework identifying cost reduction opportunities and working with our clients on additional scope and business development initiatives.



•Accountable for the financial and technical success of the project



•Prepare, review and approve as appropriate, project expenditures, budgets, estimates, cost reports, project financial forecasts and schedules.



•Manage the dedicated project team, internal and external customer relationships, and resourcing of the project team from any functional delivery teams as required.



•Ensure clear and open communication with project team members and between project team and functional groups.



•Manage the safety, quality and contractual requirements of the project through effective planning in accordance with company and defined contract procedures.



•Ensure projects are completed safely, on time, to budget and to the highest standards of quality.



•Develop strategies to maximize project returns without compromising safety, quality or compliance expectations.



•Develop resource strategies to ensure the attraction, retention and development of critical talent is maintained.



•Organize the project team structure to suit an evolving portfolio that includes projects at various stages of their lifecycle.



•Lead the development of project execution strategies taking into account unique project deliverables and varying complexities in a typically competitive marketplace.



•Guide the approach to secure requisite suppliers and contractors, maximising the use of established business unit frame agreements.



•Ensure risk management strategies are developed and actively managed throughout the project life cycle.



•Guide the development of regulatory and external stakeholder strategies to ensure that client interests are met and construction permits are received in accordance with the project schedule.



•Ensure that internal stakeholders are engaged and aligned in the development and fulfillment of the Project Execution Plan.



•Report on project portfolio progress to the Executive Management Team and to other senior management audiences within Our Client, as well as to third party clients.



•Participate in major project planning sessions and contribute to annual strategies and priorities for the business unit.



•Manage & minimise the company’s exposure to risk generally by having a robust risk management strategy for the assigned projects.



•Possess a solid understanding of system design, integration, installation, factory and site test, commissioning and acceptance for integrated telecommunications, security and life safety systems.

Primary Objectives



- • Prepare progress reporting, cost reporting, and project variance reports. • Prepare and update, on a regular basis, project cash flow forecasts.• Project controlling including periodic audit plan for local and global projects.• Provide advice on Commercial Controls regarding compliance and risk/s issues.



Project Financial Control



- • Enter and maintain project budgets/estimates using software package and any other tools.



- • Update and evaluate the accuracy of the project forecast by assessing actual cost incurred and physical progress achieved for all phases of project.• Analyze financial performance of projects and prepare presentations/reports to the management.• Assess Project manager finance performance in projects and advice accordingly. • Analyze and evaluate current status against an established budgets.• Prepares graph, diagram, and other exhibits to illustrate cost status and forecast requirements for Project Management.• Implement and maintain cost control for Maintenance and Special Projects.• Participate in the development of the work breakdown structure, interfacing with Procurement & Technical Divisions.• Plan the cost efficiency system to increase the projects profitability.• Maintain projects work in progress.• Oversee the input to the cost control system for all cost reports.• Review procurement plans for all projects.• Provide PVR’s for all projects, invoicing against forecasts and cost to come forecast.• Prepare budgets through attendance of meetings with Sales/Proposals/Projects;• Attend pre handover and hand over meetings and complete necessary documentation.• Administer the timesheet system and act as administrator the for software etc• ABC analysis and allocation of cost drivers.• Preparation of the work in progress on monthly for all running projects.• Support the sales team in all bidding.

Role Descriptions



1. Responsible for meeting a monthly and annual sales target by responding to all in-coming enquiries to the Enterprise department through a weekly report including financial reports for all the clients.



2. To respond quickly and efficiently to all in-coming sales enquiries, by telephone, email, and present ESAD services to meet client’s requirements.



3. Manage customer/client accounts, by providing updated information and awareness of any news/laws incorporated by authorities



4. Provide Commercial Proposal to the client upon their requested.



5. Working at the client location (if requested) in a daily bases to satisfy client’s employees requests



6. Responsible of getting the client approval for offers, employees contract, renew employee government documents, issuing P.O. and paying any violation or loan for employees.



7. Getting the client final approval for the selected candidates.



8. Provide Contract preparation documents to Finance Department for issuing new contract



9. Coordinate with Talent acquisition supervisor for the new arrival Employees information. .



10. Follow-up with Operation Department of Iqamas issuing.



11. Provide the employees with new /renewed (Iqamas, Medical card and ESAD ID).



12. Obtain Timesheet from the client and provide it to the Finance Department.



13. Send the invoice to the client and follow up for the collection

• 100 % clients files with all information and contract.



• Original and update P.O.



• ESAD Employees offers and contracts signed.



• Zero complains to ESAD management by client.



• Zero delay invoices.



• Reaching the target with the same % for each category.

• Understand & meet Clients requirements in terms of quality & Gov. requirements



• To meet the financial target for Provisioning.



• Utilizations rate of provision employees by 95% for 12 months period



• To meet the financial target for intermediation employees.

Commercial Specialist - Emaar


The job holder is responsible for carrying out commercial, contractual, administrational duties and document management, in order to support the Facility Management Department in achieving its objective of becoming a well organised, ISO compliant function. The Contracts Specialist is also responsible for supporting other activities such as auditing, reviewing and report generation and coordinating with other Facility Management related assets.











Key Accountabilities:











Contracts Management:







* Develops, maintains and administer a contract(s) document management system compliant with ISO standards



* Provides interface of Emaar to outside service providers, and liaises with these on queries, collating of documents.



* Develops standard format for contract documents and associated functions..



* Maintains contract(s) database to standards set by Commercial Manager. Develops contracts planner from database and organises key contractual events and meetings.











Administration:







* Provides administrational assistance to Commercial Manager and FM team. Handles calls & queries from internal and external customers.



* Liaises with key stakeholders within Emaar and provides assistance as required.



* Represents the Commercial function and/or the FM Department as necessary at key functions and meetings.



* Deputises for Commercial Manager as and when required.



* Assists Commercial Manager on key projects, such as development of policies and articles.



* Complete assigned tasks within given deadlines.



* Ensure high level of customer service
