A leading construction company in Qatar seeks an experienced Chief Operating Officer to assist the General Manager keeping a close eye on current projects. The COO should be able to dive into any issues faced on current projects to help resolve problems and should be able to guide the various project managers on the best route to deliver their various projects. JOB FUNCTIONS   • Provide overall technical support to GM/Board of Directors, playing a key role with drafting proposals, assembling project teams & monitoring various projects.   • Leading project teams on all potential/existing projects  • Directs the mechanism of all Departments processes under his control  • Manages the development of project plans, budgets and schedules in order to enhance the profitability and conformity to the contract  • Directs the preparation of site instructions for the existing/new projects  • Has overall responsibility for project/program execution (includes, not limited to, procurement, construction and the commercial/contractual site issues), ensuring that all project requirements and expectations are met  • Along with GM, determines and defines project requirements, objectives and customer expectations, and clearly communicates this information to project teams. Ensures compliance with appropriate codes, standards  • Assist GM to conduct periodic project and Board of Director meetings to review progress and discuss project issues. Ensures problems involving coordination, schedule, and the setting of priorities are resolved by the project teams  • Assures that appropriate liaison & contact, including major correspondence and working relationships between parties, is maintained throughout the duration of the projects  • Monitors and controls all contractual commitments to assure that work is being performed in accordance with the specifications, drawings, and terms of the contracts.  • Support GM in monitoring cash flow in projects in consultation with Board of Directors  • Ensuring the completion of project in a safe manner, within budget, on schedule  • Promotes and practices team building across the project  • Along with GM, reviews and approves the prime contracts/bids after getting the legal consultation, in order to assist Board of Directors to make the decision in choosing the suitable projects/programs due to future strategy  • Assist GM in directing the preparation of progress and special reports to Board of Directors  • Reviews and approves the trend programs, project cost estimates, forecasts, schedules and change order controls (to assure that all changes are being handled appropriately).   • Assist GM in Directing Contract, Bid Negotiation/Presentation to Board of Directors  • Assist with Approval/Evaluation of the Employees performance  • Approves the updated Pre-qualification files for the company, in order to submit a professional bid  • Directs the coordination channel among Existing projects & all the company departments  • Review monthly progress reports/payments related to all parties (i.e. company subcontractors, vendors, etc.) and approved prior to official submittal to concerned party  • Assist GM to provide Board of Directors with Monthly Updated Reports regarding ongoing project activities in terms of Resources, Cost, Schedule, Data & Analysis
