Job Purpose
Responsible for the overall project and its successful completion. Responsible for developing, in conjunction with the Project Owner, a definition of the project. The Project Manager then ensures that the project is delivered on time, to budget and to the required quality standard (within agreed specifications). He/she ensures the project is effectively resourced and manages relationships with a wide range of groups (including all project contributors & stakeholders). It is also responsible for managing the work of consultants, allocating and utilizing resources in an efficient manner and maintaining a co-operative, motivated and successful team.
Key Tasks and Duties- Desirable
• Adhere to Project Management Policy & Methodology
• Acquires resources required to perform work in Agriculture Fund Management Unit for every projects might be assignment to perform.
• Manages all the Project Team process & work with Contractors.
• Maintains staff technical proficiency and productivity, and provides training where required.
• Maintains excellent communication with project Owners and all Stakeholders.
• Establishes and maintains quality requirements in the project.
• Perform any tasks related to the job business environment and scope of work might requested by section manager.
Key Tasks and Duties- Essential
Initiation Phase
• Defines project success criteria.
• Documents project constraints.
• Documents project assumptions.
• Conducts cost-benefit analyses, if required.
• Develops Project Charter
Planning Phase
• Develops detailed Project Plan with the assistance of the Project Planner, stakeholder, Subject Matter expert’s, and the Project Team, tailoring methodology to reflect project needs.
• Develops, or assists in the development of, a Scope Statement, Project Schedule, Risk Management Plan (which includes a Contingency Approach), Procurement Plan, and Project Budget.
• Ensures that management, users, affected departments, and contractors agree to project commitments.
• Ensures that the Project Plan is approved and base lined.
• Assigns resources to project and assign work packages (Resource Planning).
• Approves Project Quality Management Approaches as per the Quality Division Requirements..
Managing Phase
• Manages day-to-day tasks and provide direction to team members performing work on the project.
• Reviews regularly the project status, comparing budgeted to actual values.
• Reviews regularly the project schedule, comparing baseline schedules to actual work completed.
• Ensures that the Project Plan is updated and signed-off as needed.
• Updates budgets and schedules and makes recommendations as needed. • Reviews the results of quality assurance reviews.
• Participates in Change Control Process (Steering Committee/PMU) to approve project changes.
• Reviews project risks and establish mitigation procedures.
Closeout Phase
• Develops an action plan for any product deficiencies, open issues, etc.
• Obtains customer and management approval of completed project.
• Closes-out open action items.
• Conducts Final System Acceptance meeting.
• Creates Project Closure report
• Closes-out any financial accounts
• Assists as needed with any post-project delivery audits.
• Assists contract & Procurement in contract closeout.
• Archives all project documents & records with the PMU.
• Celebrates success with Stakeholders and the Project Team.
