CH2M HILL Programe Controls Manager - Doha, Qatar

CH2M HILL has been retained as the programme management consultant (PMC) for the Qatar Public Works Authority Inner Doha Resewerage Strategy Implementation (IDRIS) Programme. IDRIS is one of the PWA’s flagship drainage project. The components of IDRIS include:

• New interceptor sewers of approximately 65km

• Approximately 45km of new main tunnel deep trunk sewer

• Terminal tunnel pump station, 65 meters deep

• New Doha South Sewage Treatment Works, with an initial capacity of 500MLD

• Treated sewage effluent return pipelines, approximately 75km; and

• Decommissioning of circa 35 existing pump stations

We are seeking an experienced Programme Controls Manager to join our IDRIS Programme Management team in a full time long term position in the IDRIS Programme office, based in Westbay Doha.

The successful candidate will be responsible to the Deputy Programme Manager for the ongoing programme controls activities and should be familiar with the different types of related Information Technology applications. The successful candidate will coordinate with the internal departments, client and other stakeholders regarding all pertinent matters.

Job Responsibilities/Accountabilites

Due to the set up of the Programme we are expecting candidates to be directly involved in all subject areas of programme and project controls as well as the ability to provide guidance and leadership at all levels of the management structure. Serve as a thought-leader, technical expert, process innovator, quality motivator, mentor and coach in cost control, scheduling, estimating, document management, risk assessment, contract administration, report development, and business system integration

Key Duties:

• Reporting to the Deputy Programme Manager, the Programme Controls Manager duties will include the following:

• Manage and administer all programme control aspects between the Programme Management Company (PMC) and the Employer and between the contractors/consultants and the PMC

• Monitor, analyse and report performance of schedule and cost to the plan

• Ensure all parties are fully aware of project/programme schedule activities, delays etc.

• Coordinate the resolution of discrepancy reports related to scheduling and cost reporting

• Provide guidance and expert advice to the management team on planning issues

• Manage the performance and service delivery of key activities/deliverables

• Manage and administer the master schedule for the programme

• Manage and coordinate the contractors detailed time schedules and time chainage schedules and integrate them into the consolidated master schedule including resource and cost loading. This includes management and coordination of summary level reports and narratives for the consolidated detailed time schedule

• Manage the schedule interface with the Employer, the Engineer and principal external interfacing parties

• Manage the Earned Value measurement reporting, monthly cashflow analysis (in Primavera P6) and programme updates
