CH2M HILL Contracts Administrator - Doha, Qatar

Job Purpose

CH2M HILL has been retained as the programme management consultant (PMC) for the Qatar Public Works Authority Inner Doha Resewerage Strategy Implementation (IDRIS) Programme. IDRIS is one of the PWA’s flagship drainage project. The components of IDRIS include:

• New interceptor sewers of approximately 65km

• Approximately 45km of new main tunnel deep trunk sewer

• Terminal tunnel pump station, 65 meters deep

• New Doha South Sewage Treatment Works, with an initial capacity of 500MLD

• Treated sewage effluent return pipelines, approximately 75km; and

• Decommissioning of circa 35 existing pump stations

CH2M HILL is looking for an experienced contracts administrator to join our IDRIS Programme Management team.

The successful candidate will be responsible to the Contracts Manager for the daily contract administration activities and should be familiar with different types of construction contracts. The successful candidate will coordinate with the internal departments, client and other stakeholders regarding all contractual matters that may arise.

Applicants must have proven experience in drafting, administrating and managing pre-qualification, tendering and post-award contracts of design-build, design-build-operate-maintain construction contracts and professional consultancy services agreements.

Due to the set up of the Programme we are expecting candidates to be directly involved in all subject areas of programme and project controls as well as the ability to provide guidance and leadership at all levels of the management structure. Serve as a thought-leader, technical expert, process innovator, quality motivator, mentor and coach in cost control, scheduling, estimating, document management, risk assessment, contract administration, report development, and business system integration

Job Responsibilities/Accountabilities

Reporting to the Contracts Manager, the Contracts Administrator’s duties will include the following:

• In close collaboration with the client, coordinate all PMC related procurement and post contract management activities

• Assist in all aspects of the tendering process, including pre-qualification

• Assist in the development of programme procurement and tender documents. This will include providing contractual inputs in writing the instructions to tenderers, particular conditions of contract, payment schedules, tender evaluation and overall tender compilation

• Monitor tender progress, track tenderer’s communications and action on tenderer’s requests as necessary

• Review incoming tender clarifications, liaise with PMC’s engineering and commercial team to prepare accurate responses and issue tender clarifications and tender addenda as necessary

• Contribute to the tender evaluation processes, compile, prepare and issue post tender clarifications, review responses, perform financial tender analysis and assist in the preparation of evaluation reports
