Chief Accountant


Major Duties and Responsibilities



► Participate in developing of business plan for the finance department.



► Participate in developing the annual budget for the finance department and ensure maintaining the costs and expenditure within the set budget.



► Implement and monitor the finance guidelines, policies and procedures and ensure its implementation across the department.



► Responsible for supervising the sector accountants and provide approvals on their transactions based on Delegated Level of Authority.



► Ensure that adequate financial and internal controls are in place for all activities relating to the accounting functions.



► Supervise month-end closing process, including review of GL entries, preparing accruals, and other closing journals as deemed necessary.



► Close periods after approving all journal entries and open the next one and ensure that the periodic account closing activities are done on a timely and accurate basis.



► Supervise the general ledger senior accountant to review all general ledger activities:



 Approve journal vouchers and batches for entry of financial transactions into the general ledger.



 Follow up and investigate journal vouchers with missing information related to sources.



 Maintain integrity of general ledger and chart of accounts and open new GL accounts as necessary.



► Supervise the accounts payable senior accountant to review all accounts payable activities:



 Approve payments and cheques as per approved limits specified in the Delegation of Authority Matrix



 Approve the matching of invoices, purchase orders and receiving reports and investigate reasons for mismatches



 Supervise and approve cash and banking transactions including the preparation of bank drafts, LC’s and wire transfers



 Provide approval to replenish petty cash when the minimum limit is reached



► Supervise the accounts receivable senior accountant to review all accounts receivable activities:



 Manage all accounts receivable transactions, including auditing and record keeping bills and receipts sent to Clients as required



 Review Accounts Receivable aging reports and estimate provisions required for long outstanding receivables



 Supervise the matching of receipts with bills / contracts



► Supervise the cash control accountant to:



 Review all projects cash discernments for the sector



 Approve all projected cash receipts for the sector according to the Delegated Level of Authority



 Manage the development of cash requirements plan for the sector



► Supervise the costing senior accountant to:



 Ensure the maintenance of accurate products/ services/ projects cost ledgers



 Manage the set up of cost allocation centres



 Review the calculated cost for overseas purchases



► Supervise the fixed assets senior accountant to:



 Ensure the proper tracking, recording and control of fixed assets at sector



 Ensure that required physical inventories, write-offs, as required for fixed assets



 Ensure that proper computation of depreciation on fixed assets is performed



► Maintain adequate audit trails to permit tracking a transaction from beginning to completion to allow for the detection and correction of errors that arise.



► Serve as a liaison with external auditors during interim and year-end audits.







Supervisory :-



► Provide guidance and leadership to all employees to ensure effective and efficient flow of work, and ensure all employees recognize their fundamental role in the section.



► Ensure operations services are successfully and meaningfully being delivered and are supporting the operations of sector.



► Delegate some responsibilities to appropriate subordinates to benefit from smooth running of the department’s operation.



► Monitor adherence of employees to the department’s guidelines, policies and procedures.
