Database Officer - Norwegian Refugee Council


Generic responsibilities







These responsibilities shall be the same for all positions with the same title. The responsibilities shall be short and essential. Details belong in the Work- and Professional Development Plan.







1.Coordinate the M&E activities according to strategy, proposals, budgets and plans



2.Ensure adherence to NRC policies and donor requirements



3.Break down the annual operational plans into weekly, monthly and quarterly implementation plans



4.Coordinate with relevant partners



5.Supervise, train and develop team



6.Prepare periodic progress reports and other documents as required



7.Investigate and facilitate introduction of new technology, methods and approaches in order to improve the quality of the activities.







Specific responsibilities







These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus and type of programme intervention. This section shall be revised whenever a new employee is hired or the context changes significantly.



•Design and implement a suitable database solution.



•Development and presentation of detailed database schema and ‘storyboard’ of proposed graphical user interface(GUI) for approval



•Design, implementation and testing of GUI. Seek feedback from programme teams and management on proposed solution and undertake amendments based on this feedback.



•Deployment of system to cloud-based servers, including any necessary configuration of servers.



•Review existing database and import data from, as appropriate, into the new solution.



•Undertake period multi-user testing of system with dummy dataset.



•Development of technical and user manuals detailing common functionality of the GUI. Develop technical user manual detailing database schema, setup and configuration of the system. Include notes on GUI design and any queries used for extraction and presentation of data.



•Undertake training for managers and users of the system.



•Provide on-going maintenance and technical upgrades for the system.



•Provide additional innovative system upgrades as required.



•Ensuring documentation of project progress is ongoing and integrating sound M&E procedures in all aspects of the shelter project.



•Support and contribute to the development of a data management system through documentation, implementation and coordination of standardised information flow of M+E activities and reporting.



•Formulate standard operation procedures for database users.



•As requested, assist the Project Coordinator on other M&E tasks







Critical interfaces







By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:



•Meet with managers and programme staff to understand system requirements.



•Seek feedback from programme teams and management on proposed solutions and undertake amendments based on this feedback.



•Liaise with Logistics and Finance, requesting and following up on procurement for system equipment.



•Security unit; on all related security procedures, reporting and communications.
